Cryptic crossword No 345

Thanks Tug, this was quite a challenge to solve (and parse) but got there in the end - albeit with some low level cheating. Lots of invention on display, my favourite clues were 9a, 21a, 1d, 5d and 17d. More spoilery comment below...

Thanks Tug, that’s quite a puzzle - highly inventive but extremely difficult. I managed about half of it before resorting to the reveal button. I particularly enjoyed 13A for the outrageous deception (although I still don’t fully understand the clue) and 15D, which is hilarious. 19A is also very good and commendably topical.
