Cryptic crossword No 3,298

Thanks for this, Lady. I enjoyed it, although I found one or two of the clues unparseable (6a and 3d, I'm looking at you!) I've put a few quibbles below.

Thanks Lady, lots to enjoy here with some clever clueing and witty surfaces. I particularly liked 9a, 13a, 20a, 21a, 3d (though first word ‘the’ seems redundant), 6d (despite questioning whether the phrase was really a *thing*), 7d (neat), 14d, & 15d.
