Cryptic crossword No 238

Not sure I understand the numbering, apart from 25d. It would be good to have an explanation for 20. The numbering for 23a surely ought to be 3, 5 - 3, 1, 4 is the numbering of the wordplay. And 21a is a brilliant clue which is, however, much more fun for the setter than for the solver. But there were some cracking good clues in here, notably 2a, 3a, 11a, 12a and 14d, and a very sensible observation in 4. Thanks, Chameleon.

Not sure I understand the ordering of the clues, but still, fantastic clues. 21a is a great find, as is 3a.
